Meet Paul Marshall
Paul Marshall is the founder and President of PGM-International, Inc. He brings over 30 years of technical and managerial experience in DoD systems acquisition, information technologies, Meteorology and Oceanography (METOC), renewable energy research, military C4I, submarine operations, and nuclear engineering. This includes:
- As Sr. Systems Analyst/Engineer, supports Program Executive Office Command, Control, Communications, Computers and Intelligence (PEO C4I) and Space Systems, and the Naval Information Warfare Systems Command (NAVWAR) by providing technical support to acquisition programs including (currently) the Naval Integrated Tactical Environmental System-Next Generation (NITES-Next) program and other C4I programs.
- As Sr. Systems Engineer and Researcher, specializes in renewable energy research in Southeast Asia and other developing parts of the world. Recent research focused on battery-based energy storage systems to support disconnected renewable energy–based microgrids to support electrification in isolated rural areas.
- As US Navy Reserve Captain (O-6), served Office of Naval Research (ONR) Global as the International Focus Area Coordinator for Asia, ONR-Global Interim Associate Director for Power & Energy, and Officer-in-Charge of ONR-Reserve Component Technology Assessment Team, leading research projects in Southeast Asia with regional universities, government agencies, and military organizations for ONR and ONRG.
- As US Navy active duty and reserve submarine officer, experienced in submarine operations, Anti-Submarine Warfare (ASW), sonar, Electronic Support Measures (ESM), weapons, communications, navigation, and nuclear power.
- As Asst. Vice President/Division Manager at Science Applications International Corp. (SAIC), led a 40+ person division, providing management of technical programs, contracts, personnel, and finances.
